Cecelia L. Harris is a dedicated and knowledgeable Senior Human Resources Professional with 30 years’ broad-based experience addressing the human resource (HR) needs of private, public and non-profit organizations across the globe.

Her niche is being HR for the small business and augmenting HR for those with HR departments. She has worked with numerous organizations to establish and evaluate its corporate human resources department. Her deep expertise and extensive experience developing and implementing processes and systems to increase organization effectiveness and efficiency has resulted in her clients’ abilities to achieve its business strategies and client goals.

Her work includes a major accomplishment of the development and delivery of a sexual harassment training program for the City of Baltimore’s Enoch Pratt Library employees. Cecelia has also traveled the United States providing Human Resources Overview Training under the U.S. Small Business Administration (SBA) 7(j) Management and Technical Assistance Program.
